Managing Partner

Carlos J. Alfonso

Carlos J. Alfonso, is a founding principal and CEO of both Alfonso Architects and Alliant Partners, a real estate investment company.

Carlos was born in Cuba and came with his family to Tampa, Florida in 1960.  He is a graduate of Jesuit High School in Tampa and received his bachelor and master’s degree in architecture from the University of Florida, and is a distinguished Alumni of the UF School of Architecture. Mr. Alfonso was a founding, 11-year member of the University of Florida Board of Trustees, and concluded his service as Chairman of that Board in 2011 and 2012.

In addition, Mr. Alfonso served on the State of Florida’s Constitution Revision Commission in 1998.  During that service, he was Chairman of the Committee on Article 4, which modified the Executive Branch of the State Constitution.  That committee restructured the Florida Cabinet, created the FWC and created Florida Forever which was approved subsequently by Florida voters. He currently serves as a Trustee of the H. Lee Moffitt Cancer & Research Institute, is a member of the Board of Directors of the Florida Council of 100 and is a past Chairman of the University of Florida Online Advisory Board for State of Florida’s Online Baccalaureate University and past Chairman of the Fish and Wildlife Foundation of Florida. Carlos is a registered architect in 14 states and has been a Florida registered class A General Contractor. He is a commercial multi-engine, instrument rated pilot.  He and his wife, Dorothy, have three children.

Work Experience

  • Developer of Mosaic Streamsong Lodge Resort & Golf Club, Polk County, Florida – The 16,000 acre property located between Orlando and Tampa is formerly mined phosphate land owned and developed by The Mosaic Company, the world’s leading producer and marketer of phosphate-based crop nutrients. Components include a 300,000 sq. ft resort, with 216 rooms in the main lodge, 12 rooms in the golf clubhouse, a full service spa, three restaurants, and 20,000 sq. ft of public meeting space.
  • D. G. Yuengling and Sons Beer Garden and Brewery, Tampa, Florida – all planning programming and development services for a 70,0000 SF Entertainment facility, Restaurant, Music Venue and Meeting Facility for Yuengling Beer.

Masonite Headquarters and Campus Building, Ybor City, Florida- all Development and planning services for a 60,000 square-foot headquarters building and a 32,000 square-foot renovation of a 1940s warehouse into two campus buildings for the largest store company in the world, Masonite, a public company.Miles Ybor, Ybor City, Florida- all development and planning services for 120,000 square-foot, 168 bed corporate housing facility with a pool, public gymnasium, and 25,000 ft.² of office space.

  • Park Slope Shoppes, Brooklyn, New York – All Planning and Development Services for a 43,000 sq. ft. Urban New York City Retail and Office Development which included a CVS Drugstore, New York Sports Club and Astoria Federal Savings and Loan. Project was under Development and Construction half-mile from Ground Zero in September 2001. Responsibilities included land acquisition and Development, for 5 existing parcels (4 containing existing buildings that were reused); all entitlements with City of New York, Financing and Project Management. Project Partner was The Sembler Company.

Mr. Alfonso, has successfully completed projects for Publix, The Home Depot, University of Florida Shands Health Services, The New York Yankees, US Special Operations Command, Target Stores, CVS, Starbucks and AT&T among others.

Managing Partner

Frank Capitano

Born on February 18, 1969, in Tampa, Florida; the fourth child of six children. Growing up in Tampa, Frank David graduated from Jesuit High School in 1987 and received a bachelor’s degree in Accounting from Mercer University in Macon, Georgia in 1991.

Frank is a managing partner in Alliant Partners development, a full-service real estate investment firm, specializing in acquisitions and development which he co-manages. He has developed over 30 independent commercial properties and 2 conveniences store chains containing over 50 stores. He successfully sold both chains to outside corporations.

Frank joined Radiant Oil Company of Tampa that his grandfather Nick Capitano started in 1931. As part of the orderly transition to the third generation, The Radiant Group, LLC was formed on August 1, 1999. Frank and his brother Joseph Jr. are the Managing Members of The Radiant Group. The company managed and dispensed motor fuel products through 125 locations in the State of Florida. The Radiant Group sold their gasoline operation business to 7-11. The Radiant Group is also a multi-store franchisee for Dunkin Donuts and operates a multi-store car wash business under the name Radiant Express Car Wash.

Frank served on the Florida Petroleum Marketers Convenience Store Association Board 1992- 2007 and was awarded the Chairman’s Award in 1999 for his contribution to the association. He served on the Executive Committee, was Treasurer 2004 – 2005, and was Chairman of the Board for the 2006 to 2007.

Additionally, Frank has been serving on Moffitt Cancer Center’s – Moffitt Medical Group Board (MMG) since 2015. He served as Vice-chair for two years and is currently serving as chair of the MMG. He also serves on the facilities committee, the Joint Strategy and planning committee.

He served on the Jesuit Alumni Challenge Fund Committee in 2006 and the Jesuit Baseball Stadium Capital Campaign from 2009-2010. Frank also served on the “Honor our Traditions” and on the President’s Steering Committee for “The Great Glory Campaign”. He is currently serving as a Board of Trustee since 2020.

Frank was on the National Pediatric Cancer Foundation executive committee and chair for three years, service since 2009. He received the “Director of the Year” award from the Tampa Bay Business Journal. He served on the Vincent Lecavalier Foundation from 2012-2014. He currently holds membership in Tampa Yacht and Country Club, Gilchrist Club. Ye Mystic Krewe of Gasparilla, and The Stovall House.

Chief Financial Officer

John T. Nertney

John joined The Radiant Group, LLC as Chief Financial Officer in 1999. Since that time John has served in a variety of functions related to company operations and real estate.

Since 2005, John has participated in finance, underwriting, construction, property management, leasing and development activities.

Spencer Muritades

Spencer serves as the Director of Acquisitions and Development for Alliant Partners. Spencer is responsible for sourcing development and investment opportunities, fostering national tenant relationships, site selection and financial analysis.  Some of his most notable projects of late include acquiring Kforce’s campus in Ybor City and developing Florida Orthopaedic Institute’s new medical headquarters in Tampa.  Clients that Spencer has worked with include, but are not limited to: Baycare, Publix, Chick-Fil-A, Chase Bank, PNC Bank, Wawa, Circle K, 7-Eleven, Starbucks, First Watch, AT&T, GoodVets, Trulieve, Curaleaf, Rise, Dunkin Donuts, Florida Orthopaedic Institute, Kforce, Masonite, Walmart, McDonald’s, and HCA Healthcare.

Spencer is also the founder of EarthNotes.ai, which is a proprietary software application that is currently patent pending.  The platform was originally developed in response to sourcing real estate opportunities faster.

Prior to joining Alliant, Spencer Muratides was on the development team at Redstone Properties based out of Youngstown, Ohio and Tampa, FL.  At Redstone, he worked on Publix anchored shopping centers and mixed-use office developments.

Spencer Muratides graduated magna cum laude from the honors program at the University of Florida with a Bachelor of Finance and a Master of Science in Real Estate from the Hough School of Business.

He is the recipient of the Graduate Entrepreneur of the Year awarded by the University of Florida.  Spencer is on the executive board in Tampa at the Urban Land Institute, the alumni board of The Academy of the Holy Names, and he is actively involved with ICSC. He also hosts interns from the Special Operation Forces Community via The Honor Foundation, who have an interest in commercial real estate after transitioning from service. In his free time, he enjoys spending time with his wife and kids, and playing golf.

Partner, Executive VP of Retail Development

Burton Tuttle

Executive VP of Retail Development

Burton is a Partner with Alliant Partners Development and serves as its Executive Vice President of Retail Development. He leads the retail development team and is responsible for sourcing development and investment opportunities, as well as cultivating key relationships with national retailers.

Burton has been a leader in the retail development industry for more than 18 years. Prior to joining Alliant Partners, he was a founding member and Vice President of Wagner Property Group, a Tampa-based retail development company. During his ten-year tenure, Burton completed projects with notable retailers, including Publix, Sprouts, Wawa, Chick-fil-A, Walgreens, Truist Bank, Wells Fargo, Fifth Third Bank, Regions Bank, Charles Schwab, Starbucks, and more. He previously focused on site acquisitions for Encore Real Estate Development of Tampa and Salvo Real Estate Solutions of Dallas, respectively.

Burton is a sixth generation Floridian with a brief stint as a Texan, where he attended college, discovered his passion for retail development, and met his wife.  He graduated with honors from Southern Methodist University with a B.S. in Economics and Finance and holds a Real Estate Broker’s license in Florida.  Burton is actively involved with the International Council of Shopping Centers, Ye Mystic Krewe of Gasparilla, End68 Hours of Hunger and First Presbyterian Church of Tampa.

Director of Development & Construction

David Robinson

Dave has been involved in all levels of development, from the dirt to the job trailer to the office.

Starting in the early 90’s he was operating heavy machinery as a teenager expanding his role for 12 years and managing all aspects of a site development crew: responsible for overseeing the construction and building of residential housing plans and commercial shopping centers. Upon Graduation from Penn State University, he was quickly entrenched in all aspects of RLC Inc. (Robinson Land Company) development duties until 2008. This was setting the stage to continue his growth through project managing, preconstruction, permitting, entitlements and managing operations for RLC, Inc. After gaining a name in the residential realm within the Western PA markets he was tasked with being directly involved with the first Walgreens projects in the region and oversaw the opening of their first locations. Those successful projects followed a move to Florida where he became a Project manager with Paradise Development and then eventually, Honors Contractors Inc.

His career in Florida slowly evolved from construction manager to project manager and then to business development where he worked with many of the nation’s top retailers, trade organizations and developers on a daily basis. Overseeing everything from target-market expansion to project development throughout the southeast.

A major emphasis of his career was based on the programs for Walgreens, Verizon, Starbucks, RaceTrac, Chase Bank, and Mattress Firm, to name few.

In 2014, he was hired by Hunt Real Estate Services as a Project Manager where he continued to progress and expand his knowledge and experiences using a hardworking, relationship based approach and attitude to complete his projects successfully for their clients. Those clients varied from Family Dollar, Vitamin Shoppe to Wawa and 7-Eleven.

Facilities & Project Manager

John Myers

John launched his career in Tampa, Florida as an employee in his father’s building construction company. He simultaneously attended classes while working and completed his education.

John joined the Capitano family business in 1968. He became proficient with all aspects of the company’s operations as it expanded throughout the ensuing four decades.

John’s tenure began with The Radiant Oil Company, primarily a fuel, oil & gas distributor for the Texaco Oil Company.

Radiant Oil Company subsequently expanded to become The Radiant Group LLC, a gasoline/diesel fuel distributor, supplying the company’s network of gasoline and convenience/food stores. John was involved in managing the construction, maintenance and environmental compliance of Radiant Group’s many service stations and convenience stores.

Subsequently, John operated, managed and supervised The Bulk and Liquid Transportation Company, a third phase of the Radiant company’s expansion.

This organization served as a gasoline/diesel, trucking supplier to all Radiant Food and Convenience Stores as well as other contracted clients requiring fuel delivery service.

John’s role focused on all aspects of the company’s operation. Amongst these were the logistical transportation issues germane to fuel distribution. Additionally, he ensured the company complied with local, state and federal environmental mandates as they pertained to the movement and storage of petroleum products. John’s expertise in all areas of environmental compliance with regards to petroleum products is an invaluable asset to the development team at Alliant Partners.

John brings a diverse skill set and more than four decades of experience to the team at Alliant Partners. He is adept in all facets of the commercial real estate development process and is an indispensable member of the Alliant team.

Project Manager

As a project manager with Alliant Partners, I coordinate properties under development which includes overseeing the planning, permitting, and construction phases. Throughout the development process, I am creating budgets, managing timelines, tracking milestones and communicating with consultants. Overcoming different obstacles in each stage of the process can be both fun and challenging.\n\nPreviously, I earned my Bachelor of Science in Finance and my Masters of Science in Real Estate at the University of Florida, where I graduated in 2019. After graduation, I worked at TSCG as a Retail Broker specializing in Tenant Representation and Buyer Acquisitions. I was responsible for identifying and negotiating new locations for several national retailers and accredited investors.\n\nThis included providing real estate advisory services through in-depth market analysis, strategic planning and site selection. Renee Raley

Renee joined the Capitano Family as Construction Administrator in 2007. Over the past decade Renee has participated in project financial underwriting and management, construction, property management, leasing and development activities.

She is experienced in all phases of the real estate development process and currently serves as a Project Manager for the Alliant Partners team.

Acquisitions & Development

Jonathan P. Holubik

As an Acquisitions & Development Associate with Alliant Partners, I am responsible for handling the acquisition, leasing, disposition, and restructuring of real estate assets throughout the Tampa Bay MSA.

Previously, I was a Retail Landlord Senior Associate at Franklin Street, I was responsible for third party leasing brokerage of shopping centers and single tenant assets in the Tampa MSA. I was also a Transaction Coordinator, responsible for providing marketing and operations support to the Retail Landlord Team. performed transaction management duties and served as a customer representative to our clients.

Before this, I was responsible for analyzing and evaluating commercial credit applications as a Commercial Dealer Service Analyst for Ford Motor Credit in Tampa, Fl. I earned my Bachelor of Science in Finance from the University of Tampa. I am also an active member of Emerging Leaders of Tampa Bay, a young professional leadership program of the Greater Tampa Chamber of Commerce.

Outside of work, I serve on the Advisory Board of a local non-profit called IMPACT, where I provide strategic guidance and support to the organization and feedback to underserved entrepreneurs through business application reviews. I have always had an interest in entrepreneurship and was fortunate enough to start and run my own business throughout college. I am very passionate about giving back to a community of hard-working entrepreneurs and being a part of a platform that provides people with a sense of meaning.

Nicole Green

Nicole joined Alliant Partners Development in 2023 as Sr. Executive Assistant to Managing Partners, Carlos J. Alfonso and Frank D. Capitano.

As the success of the team grows, she provides detailed administrative support, coordinates schedules, and manages various levels of communication. Nicole acts as the liaison to ensure the best resources are available to the executives to operate smoothly and efficiently.

With over twenty years of real estate experience, she enjoys assisting in all phases of development and exhibits the drive to influence growth, the verve and deep commitment to support the team.

Beyond her business endeavors, she has an entrepreneurial spirit and is passionate about helping others.
